Topinstituut klimaat krijgt vorm, vanaf nu Global Center on Adaptation (GCA) genaamd. De eerste paal van de aanlegsteiger voor het drijvend klimaatkantoor is deze week geslagen. Rotterdam en Groningen worden de thuisbasis van dit internationale klimaatadaptatiecentrum, vanwaar de nieuwe klimaatcommissie gaat opereren.
